Government Officials Banned from Foreign Travel

The Office of the Chief Advisor has issued a new circular to control foreign travel ahead of the upcoming 13th National Parliament elections. It states that although the previous circular on foreign travel and the Finance Department's July 8 directive have been issued to limit travel, many officials are not following it properly.


The circular mentions that in some cases, the advisor and secretary in charge of the ministry are going on foreign trips at the same time, and several officials from the same ministry are going on foreign trips together—which is against the previous directive.


In this situation, the Office of the Chief Advisor has informed that all the previously issued directives must be strictly followed. In addition, no official will be able to travel abroad unless absolutely necessary until the next national election is held.


A copy of the new circular has been sent to the secretaries of all ministries and departments, cabinet secretaries, and private secretaries of advisors.


Earlier, on September 17, the Ministry of Cultural Affairs issued five directives to control foreign travel. The directives are—

1. No official or employee shall personally communicate directly with foreign organizations; Communication should be made through the Secretary or Head of Department.

2. Invitations cannot be collected on personal initiative.

3. The controlling ministry should be informed before traveling abroad.

4. Permission should be obtained from the concerned Secretary or Head of Department before any communication regarding invitations.

5. In case of invitations from foreign organizations, permission should be given after verifying whether it is related to the work, professional development and public interest of the concerned organization.
